President and Founder

Rebecca is the Founder and President of Miller Permitting & Land Development with offices in Fort Pierce and West Palm Beach – a development consulting company in its 14th year serving and working in the Treasure Coast and throughout the state of Florida where she has worked with the region’s leading companies.  Her current projects exceed $1.5B in value.  She is also the founder of a regional think tank for economic development called PREA which coalesces with business leaders to advance a regional perspective.
 
Rebecca has been asked to serve on many Task Forces including for the City of Ft. Pierce, St. Lucie County and the St. Lucie County School Board. Additionally, she was a founding member and served as both Vice President and Events Chair for Society for Marketing Professional Services Treasure Coast Chapter. In 2010 and 2011, she served as Executive Vice President of the Economic Development Council of St. Lucie County. She also serves as Board Chair of Art Mundo—a regional arts organization located in Fort Pierce, FL. Through her work and commitments, she retains strong relationships with our region’s key business leaders in both the public and private sectors. 
 
Prior to moving to St. Lucie County in 2004, Rebecca had leadership positions with several divisions of American Express Company, and Bear Stearns and worked in Minneapolis, New York City, Miami and Seattle.  Rebecca grew up in South India and attended university in Canada prior to coming to the United States.

Kathryn Hensley was raised in Illinois with 9 siblings in a farming household where history and music were emphasized. She and Carl, educators by profession, moved to Florida in 1983 and immediately became involved in St. Lucie County. Their 3 university-educated children are graduates of the local public schools.
 
Kathryn has been and is involved in dozens of organizations and boards that deal with the future of our county and region. An elected official, she is active in education, transportation, health care, economic development and quality of life organizations with a focus on opportunities for our children and families in creating a strong and diversified future. 
 
A longtime supporter of the cultural and artistic community, she believes strongly in exposing students to the broad scope of art and the impact it has on achievement, citizenship and personal fulfillment.

Kathy Post is the Owner and CEO of Post Insurance.  Post Insurance was founded in 1979 and is a leader in residential and business insurance on the Treasure Coast.  A 3rdgeneration Florida native, Kathy has been recognized nationally in the Top 40 Elite Women in Insurance.
 
Kathy is also very active in the community and is a steadfast champion of the arts and area youth.  She received the Community Angel Award from the St. Lucie County United Way and the Corporate Community Service Award from Nationwide Insurance.  She is a founding member of Impact 100 St. Lucie County and is a member of the Economic Development Council.  She is Past President of the Port St. Lucie Businesswomen and former member of the St. Lucie County Chamber of Commerce Board of Directors. 
 
Kathy has a Bachelor’s Degree in Business.  In her spare time, she volunteers as a Girl Scout troop leader and enjoys spending time with her husband, four children, and her grandson.

David BuShea is the President and Co-Founder of Sailfish Brewing Company.  He started the brewery over 7 years ago in Downtown Fort Pierce with the goal of bringing craft beer to St Lucie County as the first Brewery on the Treasure Coast.   Through years of growth Sailfish Brewing Company is now distributed throughout the State of Florida and continues to grow as one of the largest independent breweries in the state.
 
David BuShea is a Florida native growing up in South Florida and he received his Bachelors of Science degree in Construction Management from Appalachian State University.

Kim Capen is the publisher of Stuart Magazine. She has lived in Stuart since 1962. “Stuart is what I know better than any other area in the world. I have loved it and lived its essence for most of my life,” she says.

Kim has had an articulate and visionary professional career in magazines for more than two decades and has experience in all facets of sales and marketing in a consultative role. She possesses outstanding verbal, written and interpersonal communications skills and an inherent ability to build effective and cohesive teams.

 
Kim has launched additional magazines, including a wedding magazine and a charity magazine, and grew a Palm Beach magazine along with several resort books around Florida.

Jennifer Hofmeister

Planning Director

Jennifer has extensive experience in urban and regional planning throughout the South and Central Florida area. She began her career in parks and greenways planning in Miami-Dade County. Succeeding positions led her into diverse planning arenas, including neighborhood and current planning in both Broward County and the City of Delray Beach and comprehensive planning for Broward County Planning Council and the City of Boca Raton.
 
During her 10-year tenure for the City of Boca Raton, she wrote the Evaluation and Appraisal Report and was the lead planner drafting policy and managing City staff and outside consultants during the preparation of the Comprehensive Plan Amendments for adoption. Jennifer’s skill of blending technical and creative writing with her planning expertise brings an invaluable asset to the table.

Director

Charlotte Bireley, Director of Tourism & Marketing for St. Lucie County, is a graduate of the University of Florida where she received a BS in Advertising. Charlotte has nearly 20 years’ experience as a marketing professional working in various industries including travel & tourism, transportation, healthcare, hospitality, retail and non-profit.
 
Since 2009, Charlotte has led St. Lucie County’s tourism marketing programs by developing, planning and implementing all aspects of tourism-related business in coordination with the Board of County Commissioners, the Tourist Development Council, local municipalities and the state and local tourism industry. Since 2009, tourist development tax revenues have increased 50%.
 
Charlotte is a third-generation native of the Treasure Coast and truly lives and enjoys the Florida lifestyle that attracts visitors to the area. In her spare time, she enjoys spending time with her husband and two sons boating, fishing, going to the beach and taking in the local arts and cultural events that the area has to offer.

Mark Satterlee has been a Deputy County Administrator for St Lucie County for over 3 years. Mark has worked for St Lucie County since 2006 where he began as the Transportation Planning Organization director. He moved over the Planning & Development Services Department in 2007 and worked there until becoming Deputy County Administrator in 2015. Before working for St Lucie County, Mark worked for the City of Vero Beach from 1990 to 2005. Mark has a Master’s degree from the Georgia Institute of Technology in City Planning.

Glenn Ryals is a graduate of the University of Texas, Austin, with BA in Accounting, is a Florida licensed Real Estate Broker, prior CPA and Florida licensed General Contractor. He spent 14 years with Bank of America as SVP managing homebuilder lender in South Florida, and 15 years with GL Homes. He is an abstract artist working in oil and acrylic.
